K9 CASE LAW & LEGAL UPDATES

The following information is provided as a service to the membership of the Western States Police Canine Association.  The information is intended to be used only by law enforcement officers.  As case law and codified law change on a regular basis always consult with an attorney before acting upon information obtained from any source. 
Deputy Sheriff Terry Fleck has spent his 22 year law enforcement career accumulating information as it pertains to K9's and the law.  He is considered an expert in the field of K9 law and has been a K9 handler himself for the last 17 years.
 
Deputy Fleck is employed with the El Dorado County Sheriff's Department where he works with his K9 partner "Tracker."  We thank Deputy Fleck for his support of our organization in the past and the service he has provided.

Mr. Bruce Praet is currently a noted attorney in the field of police canines.  He is a partner in the law firm of Ferguson, Praet & Sherman, which has specialized exclusively in the aggressive defense of police litigation for over fifteen years.  Mr. Praet has successfully defended some of the most difficult K-9 cases in both state and federal courts.  Mr. Praet's practice has lead to his handling of cases throughout the State of California.

Mr. Bruce Praet has a unique insight in the field of police canines as he was once employed as a police officer for the City of Orange.  Mr. Praet served as a police officer for 10 years, including 2 years as a canine handler.  As Officer Praet, Bruce worked a German Shepherd named Qualen.

Mr. Praet chaired the POST committee which developed the state's K-9 standards and he has continued to play an instrumental role with updating these standards.  He also teaches the K-9 liability for supervisor courses for CPOA and has been a keynote speaker at many K-9 seminars throughout the nation.  He also specializes in department policies involving police canines.
